The Japanese government was intent on transofmring the economy from agricultural to an industrial. However, all these new urban factories required an enormous amount of workers. Therefore, in the 1880s, the government intentionally led a policy of deflation policies. This bankrupted many farmers, as the price of agricultural products plummeted. This led to many farmers moving to the industrilizing cities in search of work, and taking on jobs in factories out of neccesity.
