After centuries of isolationism and a distrust of foreigners, the Japanese were unwilling to have their railway network constructed by Japanese, as they wanted to become self-sufficient and not at the whims of Foreign governments and contractors. . Therefore, the government of Japan decided to bring 300 railway-related experts from Europe who would educate Japanese workers so that Japan could become self-sufficient in railway construction. This policy proved to be succesfful, as in 1872, Japan had only 29 km of railway track. By 1912, this number had surpassed 11,000 km.
