The 700s kids were gathered and put in the Controller's Academy. Every single one. They were brainwashed and psychologically manipulated to be perfect servants to the Controller. They were programmed to generate goods and services for the universal elites and make more of themselves at a constant rate. Social interaction was shunned and all behavior outside of the model was punished severely.
