The Safavid was the second "gunpowder empire" and was an Islamic theocracy made up of Shi'a Muslims (a less common branch) and specifically Twelver Muslims, who believed that they were preparing the way for a Messiah. The empire was much less religiously tolerant than some of its neighbors because of this, and had many conflicts with the Ottoman Empire. Eventually, the empire began to decline, in part due to silver inflation which led to economic deterioiration.
