The Summit between Dwight Eisenhower, Nikita Khrushchev, Harold Macmillan and Charles de Gaulle was intended to be an event that would bring a sooner end to the cold war.
By the spring of 1960, Eisenhower and Khrushchev had made a record of proposal and counterproposal, joint technical inquiry, and serious argument, that was entirely without precedent in nuclear arms control negotiations. They had drafted a treaty banning tests at all levels except that of small underground tests --for those there would be an uninspected moratorium. Only two issues remained: how much inspection would be allowed, and how long the moratorium would last. There was still hope that the two sides could come together, as well as discuss the Berlin issue. While nothing concrete came of the meeting, all sides left with positive feelings.
