Valerie Cooper was never meant to be president. Put on the Voigt ticket during his second election largely to attract undecided female voters, she was thrown into office and realized if she was to survive reelection as the first female president, she had to make a big impact. As a former SHIELD agent though, she was uniquely qualified. State visits from the UK's Margaret Thatcher helps cement the idea of women in control. She also took a firm hand with the Russians, and managed to win a very slim win on election day. Her first term would be monumental. Confirmation of the existence of alien life, and hostile life at that, changed her priorities, and she increased spending for SHIELD and protections. She also shared this information with Russia, and pushed cooperation with the soviets to the extent that the Berlin Wall was removed at the end of her first term. Domestically, she passed landmark legislation on gay rights. She won her second, but saw hard resistance from the newly created Moral Majority, which painted her as immoral. She completed her second term by establishing man's permanent presence in space and on the moon, and opening up the military to women. By the end of her term, she was already being painted as one of the greatest presidents in history.
