English philosopher. Man is born tabula rasa. We are born with mental faculties (perception, compare and contrast, memory, reflection), but knowledge comes through experiences by use of the faculties. Rejects pure reason. Faith is derived from revelation alone, not reason, and can only be highly probable. Believed Christianity to be the most probable of all religions.
Believed that rulers were intended to work for the people, not the people for the rulers.
