Within each facility, enclosed infrastructure is complete. Humans are used as mediaries for Mewtwos to communicate to each other. They rely on solar technology, but nuclear fusion reactors (that have existed before), are salvaged from human remains. Wind farms are being built, but humanity realizes they don't have access to raw materials and refineries.
