Athens began using this political system of legislation and executive bills in the 6th century BCE. Participation in all parts of this legislative process was open to adult, male citizens only. Solon, Cleisthenes, and Ephialtes helped to develop Athenian democracy by breaking up power and organizing citizens. There were breaks in the democracy twice due to oligarchic revolutions but was restored under Eucleides with some modifications. It was interrupted again by the Macedonians but was revived to an extent later.
