Court wanted to “ensure racial balance in schools.” Created new “Green” standards of acceptability for a desegregation plan, including improving black to white faculty/student ratio, equality in facilities, transportation, and extracurriculars. “Freedom-of-choice” plans did not meet standards, Court pushed to destroy segregated schools
