Lincoln's Plan: After the civil war, Lincoln passed a law allowing southerners to take an oath of allegiance. Once 10% of the population of a state had taken the oath, they could set up a new government loyal to the union. LA, TE, AR first places to do so (mainly because had exemptions from emancipation). They could rejoin the union once the 10% had taken the oath and the state ratified the 13th amendment. Lincoln wanted to be more lenient to keep resentment to a minimum. Before Lincoln could execute this plan, he was assassinated. His successor Johnson tried to implement it but to little success.

Johnson's Plan: Made confederate states void their secession, ratify the 13th and repay debts to rejoin the Union. Allowed conventions to do whatever they wanted apart from that. This plan didn't really end up happening. Congress ended up managing reconstruction. However, Johnson did end up pardoning people engaged in the rebellion, except for upper-class Southerners in an effort to weaken their power (because Johnson resented them because he was lower class). Republicans hated this plan for being way too lenient.

Congressional Plan: Wanted more reconstruction than Johnson did. Wanted to allow black people to vote to get more sway in Congress. Not really out of any ideas of universal equality. Their plan included 14th amd, Civil Rights Act, First Reconstruction Act. This was the plan that really ended up happening. Also banned former confederate officials from voting or holding office.
