Descripción:

In 1938, the Supreme Soviet was established. It replaced the Congress of Soviets and the Central Executive Committee. It consisted of two wards. The head of the Supreme Council was the Chairman of the Presidium. The meetings of the Supreme Council were held in the Kremlin.
