In keeping with NSC-68, Carter authorized the CIA to provide military and economic assistance to Afghanistan rebels fighting the Soviet occupation of Afghanistan. Despite the U.S. labeling these rebels as freedom fighters, they were in fact Islamic fundamentalists. Moreover, Reagan continued the foreign policy of supporting Mujahideen against the Soviet backed Afghan government and actually dramatically increased funding of the Mujahideen. This had a devastating long term impact on the U.S. as one of the recipients of U.S. support was Osama bin Laden.
