With the republic gone, there's a need for a new government.However, Octavian, Caesars adopted son and grandnephew, Mark Antony and Lepidus didn't join together to create new government but that would be the result after forming the Second Triumvirate. Soon after, Octavian forced Lepidus to retire, and Octavian became rivals with Mark Antony.
