James I's son, Charles I came to power in 1625. Because of the Petition of Right, Charles reneged the agreement he made with Parliament and said that he "could not work with Parliament" so he did not summon it to meet. He led a personal rule, and created a "ship money" which was a levy on the seacoast towns to pay for coastal defense. NO one liked him I think.

His religious policies didn't work either. He married Henrietta Maria, the Catholic sister of Louis XIII. William Laud tried to impose a "Book of Common Prayer" and the Scots rebelled.

He was doing a really bad job, so he called a Long Parliament. They took a series of steps to limit royal authority, including the abolition of taxes like ship money. People still pushed for more radical change (led to English Civil War) and everything went downhill when the king arrested some members of radical Parliament factions.
