During Louis XIV's reign, Colbert was the controller of general finance, and adhered to the economic policies of mercantilism. In order to decrease the need for imports, he founded new luxury industries. He raised tariffs, which led to foreign retaliation and his regulations were evaded. His policies actually made the king less powerful, because the more revenue Colbert made, the faster Louis depleted the treasury.
