This act was a law enacted by the United States Congress. It imposed sanctions against South Africa and stated 5 preconditions for lifting the sanctions that would essentially end the system of apartheid. These sanctions were repealed in 1991 after South Africa met the preconditions. President Reagan was against the act and vetoed it, saying punitive sanctions "hurt the very people they are intended to help." However, Reagan's veto was overridden by Congress.
