Between 1931 and 1936, unemployment rose because production was weak. The entire world was facing the economic consequences of the Great Depression. By the end of 1936, production was still not back up to the level it had been at while Primo De Rivera ruled. This caused unemployment to skyrocket, and the general public became very frustrated with the government, as this was supposed to be a time when social reforms were being issues and enforced. Primo De Rivera never batted an eye when it came to working class issues, in part because he came from a wealthy militant background, and in part because he turned his attention to expensive, superficial issues instead of working on the root causes of the problems. Primo De Rivera likely never had to wonder whether or not he was going to miss a meal, so he had a difficult time empathizing with the working class and their needs. The working class desperately needed improved living and working conditions, which is why they supported this government in the first place. The working class believed that the government would finally support their needs. Unfortunately, the government was not in a place to do that, because they didn't have enough money to do so.
