Political Crisis- King approaches Assembly of Notables, then the High Law Courts, then the Estates General to seek approval.
Friction Between Monarchy and the Parlement: in the 1700s the legal system could not challenge or question the Kings authority. Network of 13 provincial parlement, only duty was to review royal decrees and laws.
