First modern President to consider civil rights worth addressing and was the first President to address the NAACP. He urged Congress to pass civil rights legislation, but no comprehensive measures were passed.
He recognised the injustices of racism in America. He desegregated the US army in 1948 and tried to reduce the issues of civil rights. He established a civil rights committee in 1946 which produced a report demanding change which Truman supported.
