"In 2002, the USICH spearheaded the Chronic Homelessness Initiative, asking states and local jurisdictions to create 10-year plans to end chronic homelessness."(The History of Homelessness in the United States).

The number of worst-case needs households was 4.76% of all households in 2001. "By 2001, the vast majority of cities, counties and states were organized into one of the more than 450 Continuums of Care. Continuums of Care are often, but not always, the implementing vehicles for community Ten‐Year Plans to End Homelessness."(Community Approaches to Homelessness).

They identified three groups of individuals experiencing periods of homelessness, transient, people who had one short stay, episodic, people with multiple short stays at shelters, and chronic, people who essentially live in the shelter. (The History of Homelessness in the United States).

A lot of communities made it illegal to be homeless.

From 2001 to 2005, federal agencies worked together to organize Policy Academies to help States to begin planning to end homelessness. (Community Approaches to Homelessness).

"Another change in federal policy occurred in 2003, bringing a focus on “ending chronic homelessness” through low-threshold and permanent supportive housing programs (HUD, 2007a). At that time, through a collaborative process overseen by the USICH, the federal government formally defined chronic homelessness as 'an unaccompanied homeless individual with a disabling condition who has either been continuously homeless for a year" (The History of Homelessness in the United States).

According to "The Annual Homeless Assessment Report to Congress", "the final HMIS data and technical standards were published, on July 30, 2004,4 the effort to develop data from the AHAR sample began." According to "The Annual Homeless Assessment Report to Congress", "As of June 2005, 72 percent of Continuums of Care recciving HUD funding are collecting some data on homeless persons through HMIS.! This compares to 60 percent ofCoCs in 2004 and 33 percent in 2003."

According to "The Annual Homeless Assessment Report to Congress", About 335,000 people were homeless every day between February 1 and April 30, 2005.

According to "The Annual Homeless Assessment Report to Congress", the text states, "In 2005, with the goal of improving local estimates, HUD began requiring CoCs to conduct a count of sheltered and unsheltered homeless persons during the last week in January at least once every two years. HUD also began to set standards for these counts and to provide technical assistance on how to perform them."

According to "The Annual Homeless Assessment Report to Congress", the text states, "Congress expressed support for the HMIS initiative and the development of a national report on homelessness in conjunction with the passage of the Transportation, Treasury, Housing and Urban Development, the Judiciary, the District of Columbia, and Independent Agencies Appropriations Act of 2006".

The HHS and HUD sponsored the second National Symposium on Homelessness Research. (TOWARD UNDERSTANDING HOMELESSNESS: THE 2007 NATIONAL SYMPOSIUM ON HOMELESSNESS RESEARCH) Symposium: A conference or meeting to discuss a particular subject.

The Homelessness symposium is held on March 12, 2007.

According to Anthony Reyes, in 2008 our economy encounter challenges last seen in the Great Depression. The causes include too many mortgages, the financial systems were designed for a different time, and financial institutions taking on too much risk.

According to Anthony Reyes, "Realizing that additional tools were needed to address a rapidly deteriorating situation, the Bush Administration proposed the law creating the Troubled Asset Relief Program (TARP). That measure, which was passed by Congress with bipartisan support, was signed into law by President Bush on October 3, 2008"

According to Kristen Paquette, "In 2009, the National Center on Family Homelessness analyzed state-level data and found that nationwide, 1.5 million children experience homelessness in a year".

The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, was created. (The History of Homelessness in the United States).

The HEARTH Act was signed into law in 2009. (The History of Homelessness in the United States).

The Federal Strategic Plan to Prevent and End Homelessness was created in 2010. (Veteran Homelessness: A Supplemental Report to the 2010 Annual Homeless Assessment Report to Congress).

Homelessness among Veterans Declines 12% in 2011 (Latest news released by the Department of Veterans Affairs). This was very good news because it was a large step towards ending homelessness.

According to "Department of Human Services Benefit, Employment & Support Services", "The Hawaii Interagency Council on Homelessness (HICH) was established in July 2011 through executive order by Gov."

"The HSP, in partnership with the National Alliance to End Homelessness and the Human Service Coalition with funding from Freddie Mac, developed a strategic plan to re-design the homeless service delivery system in the County consistent with the tenants of HEARTH"(PRINCE GEORGE’S COUNTY).

Housing first: "Housing First is an approach to quickly and successfully connect individuals and families experiencing homelessness to permanent housing without preconditions and barriers to entry"(Ann Oliva).

The Housing First program fully implemented in 2013 (Ann Oliva).
