This tax imposed a $20 per month tax on all miners who were not US citizens, targeting Chinese Miners. This tax was extremely high for this time making it hard for Chinese miners to afford to work in this field. It was intended to limit the number of foreign miners who were competing with Americans during the Gold Rush. This tax led to a decrease in Chinese miners and later contributed to discriminatory laws like the Chinese Exclusion Act.
