Both of the Legal Assistance Schemes followed a recommendation from the Lord Chancellor's Advisory Committee in 1971 that research and experimentation in the provision of legal advice and assistance would be welcomed. In November 1974, a paper was written detailing the findings of the Newcastle experiment and forwarded to the Lord Chancellor's department.

At the February meeting of the Lord Chancellor's conference, this paper was circulated and discussed. The chairman welcomed the experiment as a valuable contribution to the development of legal aid and advice, making particular mention of the cooperation of the Newcastle-upon-Tyne Incorporated Law Society and Citizens Advice Newcastle.
