Citizens Advice Newcastle has identified four situations that create hardship for probation clients, increasing the likelihood of re-offending. These issues have been communicated through appropriate channels to advocate for changes in departmental policies:
1. Crisis Loan Refusals: Discharged prisoners are facing refusals of crisis loans when their benefit claims are delayed due to new job centre plus procedures. This delay puts them at risk of financial hardship.
2. Child Benefit Centre Prioritisation: There is a failure by the Child Benefit Centre to prioritise duplicate claim cases over ordinary cases. This oversight can lead to financial difficulties for families, particularly when a parent has been released from prison and has resumed caring for their children.
3. Benefit Overpayment Offset Issues: The Department of Work and Pensions and local councils are not offsetting overpayments of benefits (such as income support, housing, and council tax benefits) by failing to calculate notional entitlement to tax credits in cases where clients have worked without declaring earnings.
4. Inland Revenue's Recovery Practices: The Inland Revenue's practice of not considering individual circumstances, such as low income, when recovering overpaid tax credits is causing widespread hardship among affected individuals.
Citizens Advice Newcastle seeks to address these issues by advocating for policy adjustments to mitigate these challenges faced by probation clients.
