Most likely because of what the 100,000 men who he turned away did to the cities of Judah, he sends a messenger to Jehoash asking him to meet him in war.
Jehoash makes it very clear that he doesn't want to fight, not out of fear, but out of pitty. He says "Why should you provoke disaster and fall, bringing Judah down with you?”
He ignores this and goes up against him anyway and is defeated badly. Jehoash even breaches Jerusalem and plunders the city and the temple.
