Citizens Advice Newcastle assisted a client throughout 2011/2012 when he came to Citizens Advice Newcastle because his Job Seeker’s Allowance (JSA) had stopped. The Job Centre had sanctioned his claim, stating that he had failed to take advantage of a job opportunity. The client was a refugee, living alone in private rented accommodation, receiving Housing Benefit and Council Tax Benefit. He spoke very little English, and it appeared, as our adviser assessed, that the client had serious health problems. The client was very distressed and reported having both memory and concentration problems and was in the process of being assessed for treatment by The Medical Foundation, which cares for victims of torture.
Citizens Advice Newcastle advised the client that he could claim Employment Support Allowance (ESA) if he was not fit to look for work, rather than JSA. The client had never heard of this benefit and did not know how to make a claim. Citizens Advice Newcastle assisted with GP appointments and a claim for ESA, which was duly awarded. Additionally, with the help of a volunteer interpreter, Citizens Advice Newcastle assisted him with a claim for Disability Living Allowance (DLA), which was awarded on appeal. While he was awaiting his benefits, Citizens Advice Newcastle helped the client with a claim for a crisis loan and later assisted with his work capability assessment forms and ESA appeal, as well as with a housing problem, finding English lessons, and accessing mental health support. At the last contact with the client, he thanked Citizens Advice Newcastle for their help, as he had satisfied the ESA work capability assessment, had DLA in payment, and had a permanent home.
