In September 1986, discussions took place among members of Citizens Advice Newcastle, the National Association of Citizens Advice (North-East), and the Newcastle upon Tyne Incorporated Law Society in response to the Lord Chancellor's Department's Legal Aid Scrutiny Report. This report recommended abolishing the 'Green Form' scheme, which provided legal advice and assistance, and proposed funding NACA to allow Citizens Advice Newcastle (CAN) to hire solicitors and staff to take over this work.
However, Citizens Advice and NACA North-East quickly identified that the proposed funding was insufficient to provide adequate legal services, and CAN would face a significant increase in workload without adequate resources. There was also concern that this plan would harm the relationship between CAN and the legal profession.
The parties agreed that the proposals were poorly conceived and unrealistic. They jointly wrote to the Lord Chancellor's Department to urge the abandonment of the scheme. Due to the pressure from CAN and the legal profession, NACA in London was instructed to cease further negotiations with the Lord Chancellor's Department.
