Britain declared war on Nazi Germany on the 3rd of September 1939. The following day, 200 local Citizens Advice offices opened, staffed entirely by volunteers and ready to help their local communities.
At the beginning, all local Citizens Advice offices were part of their local council's social services department and were entirely staffed by volunteers. Advisers dealt with problems relating to the loss of ration books, homelessness and evacuation. They also helped to locate missing relatives and prisoners of war. Debt quickly became a key issue as income reduced due to men being called up to fight in the war.
