J.D.C. Atkins, the Commissioner of the Bureau of Indian Affairs, sent memos and instructions that banned the teaching, speaking, and usage of native languages in federal "Indian Schools". This was in an effort to assimilate them into American culture and eradicate Native culture.

As a result of just the language policies, many Native children lost touch with their tribes and fell out of touch with their culture. There also began to be an association of English-only education with American values.
