IRA attacks continued with one even targeted in Downing Street during discussions of the Gulf War. The targets missed and several people were injured although no government ministers were killed.

This led to Major's Downing Street Declaration, a declaration with the Irish government. It stated that the people of Northern Ireland had the right to decide whether to stay or leave the UK. It also stated that for the people of Ireland problems with the North-South divide could be sloved by mutual agreements. This particularly appeals to the Republicans.

The government also said they would work towards a peaceful settlement.

Shortly after, the IRA called a ceasefire, with the loyalist following shortly after.

Peace was seeming closer then ever. However Unionist still were suspisous of the IRA. The IRA got inpatient with waiting for a compromise and continued their violent methods.

Although talks of peace never ceased.
