- Becomes president after Lincoln's assassination
- Initially followed Lincoln's policies but gradually changed course, giving amnesty to former Confederate officials and opposing legislation that dealt with former slaves
- Vetoed the Civil Rights Act (which was overridden by Congress)
- His opposition to Radical Republicans and violation of the Tenure of Office Act led to his impeachment by the house
- Just barely avoided removal from office

PRESIDENTIAL (JOHNSON'S) RECONSTRUCTION
- White southerners were required to take an oath of loyalty to be pardoned
- Former federal officials, high-ranking Confederate officers, political leaders or graduates from West Point/Annapolis who aided the Confederacy, and southerners who had aided the Confederacy and had property worth more than $20,000 were exempt from pardons.
- If carried out, this plan would likely have resulted in a return of the yeoman farmer, keeping southern Aristocrats out of power.
- Since these restrictions WERE NOT IMPLEMENTED, many prominent Confederates (including the former Vice-President of the Confederacy) ended up gaining seats in Congress.
- Allowed passage of Black codes
