The idea of the permissive society during the sixties stems from the liberating reforms such as legalising abortion and homosexuality as well as the reduction of censorship. Additionally, rates of sexually transmitted infections were increasing. Some feared this permissive society such as the Catholic Church who thought of the contraceptive pill as against their Christian values. This fear was embodied in Mary Whitehouse.

Whitehouse started the Clean Up TV Campaign which turned into the National Viewer's and Listener's Association in 1965 which had 100,000 members. The campaign was against on violence and sex portrayed on TV and particularly with Hugh Greene and the BBC.

Despite this fear, the sixties may not have been as permissive as people thought. A Sex and Marriage survey in 1969 showed the majority of young couples were virgins when married and married their first and only lover. Futhermore only 5% of people said "easier laws for homosexulaity, divorce, abortion" ad their favourtie development in a New Society poll in 1969.
