1950: The U.S. Passport Division issued special regulations for Chinese applications and restricted their ability to immigrate. More changes in immigration policy in 1952 further restricted rights, by giving consular officials the final authority in approving or denying visa applications and eliminating the right of judicial review for denied visas.
