1972: Mills v. Board of Education of District of Columbia rules in favor of students with
disabilities, finding that the Board of Education has an obligation to provide whatever specialized institution that will benefit the child. They cannot deny public education to a child with disabilities because of they require specialized services, a failure to provide an appropriate education cannot be justified by a lack of funding, and resources cannot be funneled towards students with the highest productivity.
