1961: With the beginning of President John F. Kennedy’s presidency, JFK’s
administration made mental disability a national priority. JFK formed a President’s Penal that produced a report portraying mental disability as a social and economic threat to the nation, rooted in the lack of services, opportunities, and rights that barred the
potential of people with disabilities. This connected wage labor with the exercise of
rights, and recognized society’s responsibilities for all members regardless of productivity.
