The UK Foreign Secretary, Balfour, wrote a letter to Lord Rothschild, a leader of the British Jewish community. It said that Britain would 'view with favour' a Jewish homeland in Palestine and that the UK government would 'use their best endeavours' to make this possible for the Jews.
