1855 saw the passage of laws prohibiting school boards from using funds for nonwhite students, and labor systems were increasingly designed to maintain white privilege: skills for “high races” were managerial while "low races" were labor, separate pay scales for the same labor, belief that Europeans/Americans shouldn’t work as equals of non-Europeans/Americans.
