Both bishops and priests of the Catholic Church were to be elected by the people and paid by the state. All clergy were also required to swear an oath of allegiance to the Civil Constitution. Since the pope forbade it, only 54 percent of the French parish clergy took the oath, and the majority of bishops refused. This was a critical development because the Catholic Church, still an important institution in the life of the French people, now became an enemy of the Revolution. The Civil Constitution has often been viewed as a serious tactical blunder on the part of the National Assembly, for by arousing the opposition of the church, it gave the counterrevolution a popular base from which to operate.
