As conditioned with the Lib-Lab pact, the Labour government proposed the devolution of Scotland and Wales. Wales was not interested in having a local government but the Scottish National Party was more ecstatic. However the Labour government and Conservative Party did not want devolution to happen. A Labour MP opposed to devolution proposed the vote must an electoral percentage of 40%.
Additionally, Neil Kinnock campaigned for a "no" vote in Wales, further making devolution unlikely.
Nevertheless a referendum occurred in both countries.

The vote results on if devolution should happen in Scotland were:
51%- Yes
49%-no

In Wales:
11.9%-yes
46%-No

However only 63% of the Scottish National Party voted, leaving only 32% of electors voting "yes".

This led to the 12 Liberal MPS not voting with the Labour government. This created a vote of no confidence leading to the general election in 1979.
