President Andrew Johnson believed that the Reconstruction era was over by the end of 1865 after every southern state had a new government. However, in the Congress meeting in December of 1865, many felt that this era rarely began its path. A specific group known as the Radical Republicans were critical of Johnson's plan. Beginning 1866, they passed two bills to help enslaved people. The first beel extended the Freedmen's Bureau beyond its initial period of only a year. The second bill, known as the Civil Rights Act of 1866, targeted the laws known as the Black Codes. These codes were discriminatory laws that restricted the rights of freedoms of African Americans, and this act declared that AfricanAmericans have the same rights and benefits as white citizens: “equal benefit of all laws … enjoyed by white citizens.” It aimed to ensure equality for all, regardless of race.
