objectives: wanted to review the decisions made in Teheran (Churchill was worried that the Soviets were advancing too much in the West ad that they would gain influence)

outcome: percentage agreement => decided on the percentage of influence each would have (--> Churchill ensured the minimum of Soviet influence in Greece, which was a key strategic point for GB)

Romania: Russia: 90% ; others: 10%
Greece: Russia: 10% ; Great Bt: 90%
Yugoslavia: 50-50%
Hungary: 50-50%
Bulgaria: Russia: 75% ; others: 25%
