The Constitution of 1791 set up a constitutional monarchy in France. King Louis XVI retained his title but the real power lay in the hands of the Legislative Assembly (national parliament of France). The Constitution distinguished between active and passive citizens and allowed no political rights to women. The King was allowed to retain a veto power and the ability to appoint ministers. This compromise with the king was disliked by radicals such as Maximilian Robespierre, who spearheaded the Reign of Terror. Robespierre wanted a republic state and this new constitutional monarchy angered him.
