Signed into law by Nixon and passed by Congress. Nixon did not make the decision to pass the act due to pressure being placed on him, but rather it was a decision he made himself to ensure worker and workplace safety, providing working environments free from hazards and unsanitary, promoting health and safety, favouring the well being of the employee. The goal was to make sure employers provide their workers with a place of employment free from recognised hazards to health and safety, such as exposure to toxic chemicals, excessive noise levels, mechanical dangers, heat or cold stress, or unsanitary conditions.

This act considered physical working conditions and didn't take in to consideration pay. However, the standards of conditions were set by the government, meaning employers had to abide by the regulations put in place by the government, not standards they choose themselves.

These Acts passed in this time frame were the bare minimum and far behind other countries.
