Early in Clinton's term, many saw a gridlock between the two parties go away or partially. This was achieved by Clinton as both parties were able to lower and set a federal budget. This was seen as a great achievement which gave Clinton much credit but once again his reputation would be damaged as many things were uncovered under the Whitewater investigation.
