Public Ownership of Railroads, Telephone, and Telegraph (Transportation): Operations of the Railroad Administration were governed by the provisions of the Federal Control Act, passed by Congress in March, 1918. The act authorized the President to enter into agreements guaranteeing the carriers annual compensation not exceeding the average of their net railway operating income in the three previous years.
