At the recommendation of AMI, the ISA organized a large array of manned missions to all the planets and moons of Sol beyond mars. Due to the destruction of Venus, and Mars's need for water gas and metal shipments, AMI and the ISA agreed that spreading humanity as far and wide as possible was the best way to try and prevent total extinction.
AMI did not want a planet-killer shot at Earth or Mars to mean the assured end of the human race. And thus, the mission went ahead. A series of four planetary star ports were deployed to Jupiter, Saturn, Uranus and Neptune.
The Jupiter starport would be subsisting off of the energy and ice provided by the mining efforts present on the nearby Io and Europa. It would be transporting its excess ice and energy to set up the Saturn, Uranus and Neptune colonies until they could tap into their own local supplies.
The Saturnian starport would use the resources sent from Jupiter to establish mining operations on Iapetus and Titan.
The Uranian and Neptunian starports did much the same, mining their iciest moons for water and their most metal-rich moons for supplies.
