Pitt introduced retrenchment to cut government spending and reduced the number of costly and useless posts. By the early 1790s, nearly 750 fewer excise officers were in post. However, he was reluctant to offend established interests by interfering with holding offices, as many saw these as personal property and so he didn't act fully on recommendations to sweep away corruption.

Along with this, Pitt reduced the number of sinecures which were usually used to ensure loyalty to the Government. However, Pitt was reluctant to dismiss those who held sinecures and often waited until they died before abolishing their posts. Although he had only ended 28 by 1792, the practice had ceased by 1806

He also increased pay for officials in order to reduce corruption and provide an incentive for them to collect all taxes due. He also appointed strong administrators to take charge of departments and increased the number of employees in areas of administration that were too small (e.g. navy, revenue collection).
