The purpose of this Act is to promote the prosperity and well-being of New Zealanders, and contribute to a sustainable and productive economy, by providing for the Reserve Bank of New Zealand, as the central bank, to be responsible for:

(a): registering banks and undertaking prudential supervision of registered banks; and
(b): carrying out other functions, and exercising powers, specified in this Act.

While the activities of the RBNZ are intended to regulate the banking sector and stabilise New Zealand’s financial system, its actions have important consequences for the housing market. Its macroprudential policy is not a housing policy and, yet, it may exacerbate housing issues, especially concerning access to housing for first-time buyers. Consequently, the RBNZ’s macroprudential policy is a critical aspect to consider when seeking to understand the broad range of actors whose decision-making can impact upon the housing market.
