On February 12, 1974, Judge George Boldt decided the tribes could take up to 50% of the fish harvest that passes through the fishing areas. For the fish in breeding hatcheries, he ruled that the natives could catch those fish only if they help during the process. To solve the conservation issues, he announced that non-Indians should limit their fishing instead of the tribes. Many of the public (mostly commercial and sports fishermen) were very infuriated by this decision. To mess up with the people more, Boldt strengthen his decision by adding the indigenous tribes as the co-managers for the state fisheries.
