Barbara Castle was in charge of putting in place the In Place of Strife paper. This document would insure that strikes would be more regulated and organised and that sudden strikes without union leaders approval (known as 'wildcat strike' and was favoured by some unions) would cease. The idea of the paper split the government. Some Labour backbenchers owned their jobs to unions. Although being apart of the cabinet, Callaghan voted against the white paper. Wilson made an inner cabinet of seven and called the three main union leaders in hopes of negotiations. However were not convinced. The failure of the In Place of Strife paper was one of the reasons for Labour's lost of the next election.
